Do you think that Towers and Keeps should be required to be at a certain level before they provide a rescued prisoner or loyal follower respectively?

I think they should be provided at any level because if you start the game without your Great Temple, a map with such encounters can prove useful in your quest.
Especially if the Great Temple is level 10 on Hard mode. In most cases, you can't liberate that with just a bunch of low-level mercs and a few high-level units. They tend to get slaughtered quickly. And training mercenaries is more expensive than having loyal followers.

Most of the maps included in GS5R2 have a Great Temple that is level 10, I believe. Not really complaining about that, but I think if you are going to allow maps with Great Temples that are higher than level 6, it might be a good idea to allow low-level towers and dungeons yielding solid champions and followers so that you can gain a larger party as you seek to liberate your faith. It also adds a nice quest-like factor to the game when you are starting out.

True.
As far as Temple difficulties go, in the early stages of the game where multiplayer was still through Won.net, a lot of player's strategies were cheap tactics of liberating the Great Temples ASAP, among other things.

Agreed that followers should be available even at lower levels. Having them available in an earlier stage of the game adds a dimension of strategy I think. They should be less experienced champions, of course.
