I think I isolated the problem I've been complaining about from time to time, with temples not working on my map. Try this. I followed your instructions carefully.
Start a new map. Set the encounter level to level 4. (Don't change the encounter type). Replace the temples. Save. Play on Hard. What level is the temple when you attack?
It's not working right. I thought your modification should change it to be level 6.

This is not a bug.
On Hard Mode, the power of the monsters inside the temple will be the equivelant to level 6 if the temple is lower than 6.
So if you place a Temple as Level 4, and play on Hard Mode, the monsters on the inside of the Temple will be as tough as a Level 6 encounter. However, this will not change the display level of the temple. The level of the temple, as you place it in the Map Editor, determines how much fame you will gain per turn from the Great Temple.
Easy mode, and Medium mode have a maximum level of difficulty. Easy mode will be Level 5, and Medium will be level 6. What this means is, if the temple is greater than their maximum level of difficulty, it will be changed to the maximum.
Set the Level of a Great Temple to level 10, and then play on Easy. I garantee that temple will not be as difficult as a level 10 dungeon.
Set the Level of a Great Temple to level 3, and play on Easy mode. That temple and the monsters inside will match level 3.
Place a Great Temple to level 3, and play on Hard mode. That Great Temple, upon being conquered, will grant 3 fame per level. However, the monsters inside the Great Temple will amount to a difficulty equal to a Level 6 encounter.
So depending on the difficulty and the set level of the Great Temple from the Map Editor will effect the actual strength or power of monsters inside the Great Temple.

I wish it worked the way you said here. You've explained your design. I'm telling you about a bug in your implementation. The design is fine. But I can't get a level 6 encounter out of a level 3 temple on Hard. It doesn't work. That's what I've been complaining about every time we discussed broken temples on certain maps. I just hadn't figured out exactly what was wrong, so I thought all temples were broken on hard. Levels 1 through 5 do not work on hard. They do NOT give level 6 encounters, as expected. In fact, they don't give ANY encounters at ALL. To repeat and clarify from my first post today on this subject: It's not working right. I thought your modification should change a level 4 temple to be level 6 encounter on hard.

The Temple Bug is fixed. I figured out the problem.
Also, Gift of Life is fixed.
