I finally got a chance to use the mod.
Boaster, my hats off to you! This thing is incredible. The balance changes are great. I'm still getting used to some stuff, but I really enjoy a lot of the additions (specifically, having 3 Lords of the same race!)
One question - Some of the items will say "This is usable by any mage, giving them 1/x attack, 3/x armor and 3/x mana. It can also cast drowning. Water mages instead get 5/x attack, 5/x armor, 5x mana."
does this mean that if a water mage were to weild this, they wouldn't be able to use the spell that comes with the staff, but a mage of another race can?
If that is the case, why?

If you're referring to the staff of drowning, then let me address this. Whenever you see stats set aside specifically for a certain faith, class or unit, they will usually supersede the previously stated stats. So Water mages instead receive 5 attack, armor and +75% Fire Resistance. In regards to those 3 stats, whatever was said previously are now disregarded. Water Mages will have +5 Attack, +5 Armor, +10 Mana, +75% Fire Resistance and may cast Drowning spell. Non-Water Mages will have +3 Attack, +3 Armor, +10 Mana, +50% Fire Resistance and may cast Drowning spell. Let's examine another artifact like this. Order Mages cannot wield the staff. Any other mage will receive +5 Attack, Mana, Wisdom and +50% Order Resistance and may cast Polymorph Self. Above and beyond the above, Chaos Mages will receive +5 Armor and will have +75% Order Resistance, instead of the 50%. I hope that is enough clear for you

Another case, of a different type as follows:
Fire and Air Warriors receive the full benefit of the weapon.
Death, Order and Water warriors are also granted use of the weapon, but with penalty instead of bonus to Attack Rate and receive No Dexterity bonus. So for these warriors to use the weapon, they will attack slowly.
Also it doesn't mention this, but only the Fire and Air warriors will receive the +1 armor bonus.

Also, do you know if the 'difficulty' settings change the AI or just the amount of points you get? I'm trying to find a way to make the game more difficult. The standard computer can't seem to even get near the military power I can amass by turn 60 or so.

Starting party size and/or units. Starting spells (I think). AI players starting with temple (Active AI). Experience from combat. Experience granted to rescued captives from towers and Great Temple. Great Temple difficulty. Just a few things I know off-hand.
