Phoenix resurrection after battle - Bug or Feature

I just got the (weak) legendary Phoenix back after it was destroyed in a battle.

Is this a bug or a feature? I always wondered why the stats of the Phoenix are so bad.

If anyone in your army survives a battle, the phoenix will be reborn. Otherwise the phoenix's ashes can be spread far enough apart by the enemy army to kill it for good.
