The WATER faith seems to get hung up on the Kraken, it creates a few, land units then group with them and then that army cannot travel anywhere because the kraken is water only and the other units are land.
I tried to make the kraken a type of a ship so at least the units with it would go on it as a boat /carrying_capacity 4 def but that did not work out.
Finally I made it land and water with:
/flags UNITTYPELAND UNITTYPEWATER or UNITTYPEMISSILE or CAN_ATTACK or CAN_AIMED or CAN_DEFEND or NO_DEFEND_ANIM or def
and it can travel on land and water plus do all its attacks. This way, even if the units cannot travel on water, the Kraken will go with them on land and this seems to help the WATER faith get the temple.
I have to start a new game to confirm this with the AI, but it seemed promising off a saved game.
Additionally, I did the same with the Sea Serpant.

Units that can travel over Water and Land will be able to go anywhere on the map, except over the impassable terrain.
Though it will look kind of silly with the Kraken splashing around on dry land.
When you combine Land units and Water only units into a party, ofcourse you won't move anywhere. It's just how the game is designed and there's nothing we can do to change that part, specifically.
