Yikes! He's terrifying, I don't like to criticize people's appearance, particularly if they are suffering from a disfigurement, but this really is a case of the outside matching what's inside. This man looks like a monster.
But in answer to your question, I'm not sure whether you're serious or not, but there is really nothing that you "should" do, besides educating people local to you who have kids, and being wary of this individual. If he's a registered offender the police will be keeping tabs on him, and he won't be allowed contact with vulnerable people, at least that's how it works in my country, I’m sure the US has similar safeguards for people like this. If you're suggesting vigilante justice or violence against this person, I would strongly advise against this, it will just bring trouble down upon you.
